The Secretariat of the Council for Anti-Trafficking in Persons was established in 2008 to assist the Council for Anti-Trafficking in Persons as provided under Section 6 (1) of the Anti-Trafficking in Persons Act 2007 (Act 670). This act was passed on 24 April 2007 and came into force on 28 February 2008.
However, human trafficking and migrant smuggling activities which became increasingly rampant led to the amendments of the Anti-Trafficking in Persons Act 2007. New specific sections were inserted to deal with the smuggling of migrants as well as to amend existing provisions on human trafficking. This amended act came into force on 15 November 2010 and is known as the Anti-Trafficking in Persons and Anti-Smuggling of Migrants Act 2007. Subsequently, the Secretariat of the Council for Anti-Trafficking in Persons was renamed the Secretariat of the Council for Anti-Trafficking in Persons and Anti-Smuggling of Migrants.
