i. Entry Permit Appeal Application
Entry Permit is issued under Section 10, Immigration Act 1959/63 which allows the non-citizen to remain in Malaysia after the expiry of a valid Pass. This Permit enable the holder to apply for the Permanent Resident status with National Registry Department.
All Entry Permit application should be done at the Immigration Department. In case of the application been refused by the Director General of Immigration Department, the affected person may appeal to the Home Minister by a writing petition within 30 days of the notification of the refusal.
Listed below are the compulsory relevant documents to be attached with the written appeal to the Home Ministry:
1. Category of Husband/Wife/Children of Malaysia Citizen
a. Petition of appeal by the appellant
b. Notification Letter from Immigration Department
c. 3 photographs of appellant (passport size & blue background)
d. 1 photographs of sponsor (passport size & blue background)
e. Marriage and family picture
f. Wedding invitation letter (if any)
g. Marriage certificate
h. Copy of applicant passport (since the first entry into Malaysia)
i. Copy of sponsor passport (used for marriage outside of Malaysia)
j. Copy of identity card, citizenship certificate, birth certificate for sponsor, appellant (if any) and children
k. A letter from Headmaster or Principal (for children who have attended primary or secondary school)
l. Copy of divorce certificate and a copy of death certificate (if any)
2.Category of Point System
a. Petition of appeal by the appellant
b. Notification Letter from Immigration Department
c. A copy of Accreditation certification and support letter from the employer (for Category of Specialist/Professional)
d. Letter of Acknowledgement from the approval agency (for Category of Specialist/Professional)
e. SSM Statement (for Category of Investor)
f. 3 photographs of appellant (passport size & blue background)
g. 1 photographs of sponsor (passport size& blue background )
h. Order of depriviation of citizenship  (if has renounced citizenship)
i. Copy of academic certificate
j. Resume/ Curriculum vitae (if any)
k. Copy of applicant passport (since entry into Malaysia)
l. Copy of sponsor passport (used for abroad marriage)

Individuals whose appeals may be considered are as follows:-
i. Individuals with qualifications and professional expertise which can contribute to the development of the country without affecting the rights of existing citizens;
ii. Individuals with certificates issued by the Minister of Home Affairs which confirm that their entry into this country is beneficial to the country economic development;
iii. Wives and children aged 6 and below of those who enter the country under categories i and ii above;
iv. Legal spouse of a Malaysian citizen who has resided with the spouse in this country continuously for 5 years or more, on long-term immigration facility (social visit pass/temporary employment pass/employment pass);
v. Children of Malaysian citizens aged 6 and below; and
vi. Individuals whose entry may be considered on compassionate grounds by the Minister of Home Affairs.
ii. Expatriate Officer Appeal Application after Second Rejection by the Immigration Department
Local companies and companies with foreign interests are permitted to bring in expatriate officers to fill positions which are vacant owing to lack of skilled Malaysians.
In terms of policy, an expatriate officer is permitted to work in Malaysia for a period of only 10 years (except for key posts/shareholders). Appeals for exemption should be referred to the Immigration Affairs Division for consideration and approval.
The Immigration Affairs Division considers appeals that have been rejected twice by the Expatriate Officer Committee at the Immigration Department.
The Immigration Affairs Division will process and submit the certification pertaining to the appeal application for post of expatriate officer to the top management of the Ministry of Home Affairs within 14 working days of receipt of the complete application and endorsement/support of the relevant regulatory agency. The applicant will be notified of the decision within 5 working days of obtaining it from the top management.
iii. Professional Visit Pass Appeal Application
The professional visit pass is issued to foreigners who wish to enter this country for the purpose of working with any agency. The validity period of this pass varies but shall not exceed 12 months at any one time.
This professional visit pass will be considered for the following categories:
a. Artistes
b. Missionaries (Islamic)
c. Missionaries (other religions)
d. Experts / Volunteers
The applicant must be outside Malaysia at the time of application. The applicant is allowed entry only when the pass has been issued. In the event the application has been rejected twice by the Immigration Department of Malaysia, the applicant may submit an appeal to :

The Immigration Affairs Department will process the appeal and make a decision within 14 working days of receipt of the complete application.
iv. Foreign Media Application
Foreign media companies are allowed to bring foreign staff into the country to fill the positions required.
The Immigration Affairs Department will process and submit the consideration paper regarding the expatriate officer application for foreign media companies to the top management of the Ministry of Home Affairs within 14 working days of receipt of the complete application and endorsement/support of the relevant regulatory agency. The applicant will be notified of the decision of the appeal within 5 working days of obtaining it from the top management.
v. Application for Intake of International Students
The Ministry of Home Affairs supports the aspiration and endeavour of the Ministry of Higher Education and the Ministry of Education to make Malaysia a regional centre of excellence for education.
Acts and Regulations
Regulation 13(5) of the Immigration Regulations 1963 stipulates that:
a. An educational institution that wishes to admit international students needs to obtain the approval of the Minister of Home Affairs.
b. Educational institutions in Sabah and Sarawak need the approval of their respective state governments.
c. The Ministry of Home Affairs will process the application for the intake of international students based on the following criteria:
d. The registration of the educational institution is still valid;
e. Compliance with the conditions stipulated by the relevant agency;
f. The courses have been endorsed by the National Accreditation Board;
g. Non-contravention of the Immigration Act 1959/63 and Immigration Regulations 1963;
h. Ability to provide good teaching and learning facilities and infrastructure;
i. Endorsement of the relevant government agency; or
j. Random visits by the Immigration Department of Malaysia
A decision will be made known within 14 working days of receipt of the complete application by the ministry.
Approval for the intake of international students by an educational institution may be withdrawn at any time by the ministry in the event the educational institution is found to have contravened the Immigration Act 1959/63 and Immigration Regulations 1963 and other conditions stipulated. Upon obtaining approval from the ministry to admit international students, the educational institution may apply for student passes at the Immigration Department.
vi. Application for Male Foreign Domestic Help
Employers must have children or parents who are ill and require constant care.
Applications for male foreign domestic help may be made at the Immigration Affairs Department for the approval of the Ministry of Home Affairs.
vii. Application for Female Foreign Domestic Help Not from Source Countries
Foreign domestic help refer to female workers who are granted visit passes (temporary employment) to work in the domestic help sector. The application to obtain a foreign domestic help may be made at the Immigration Department.
At present, only nationals from eight (8) source countries are allowed to be employed as foreign domestic help:
a. Indonesia
b. Thailand
c. Cambodia
d. Philippines
e. Sri Lanka
f. India
h. Vietnam
i. Laos
Applications to obtain female foreign domestic help who are not from the source countries may be made at the Immigration Affairs Department for the consideration and approval of the Ministry of Home Affairs.
