1. What publications require a permit?
There are 2 types of publication permit under the Printing and Publication Act 1984;
i. Publication Permit (Malaysia)
Section 6 (1) (a) Printing Machine and Publication Act 1984 :
Periodicals printed published in Malaysia.

ii. Publishing Permit (Singapore)
Section 6 (1) (b), Printing Machine and Publication 1984: Periodicals published and printed in Singapore to be allowed to be imported, sold, circulated or distributed in Malaysia.

2. What publication is exempted from permit?
There are 3 types of publications exempted:
i. One- off Publication;
ii. Publication or any documents or scheduled magazines by or for the Federal Government or any State Government or any Statutory Body under Section 25 (1); AMCP 1984; OR
iii. Under the order of the Minister broadcasted in the Gazette under Section 25 (2); AMCP 1984.
3. How long does it take to approve an application?
Duration for approval of an application depends on types of application as follows :
i. New Application : 2 months
ii. Changes/ Amendments Application : 1 month
iii. Changes : 1 month
4. What is the payment rate of permits and what is the method of payment?
Payment could be made through Bank Draft based on the regularity as below:
Daily RM3,000.00
5 or 6 times weekly RM2,000.00
2 or 3 or 4 times weekly Rm1,000.00
Weekly RM800.00
2 or 3 times monthly RM500.00
Monthly RM400.00
1 to 11 times annually RM300.00
Newsletter RM50.00
5. What happens when the name of Applicant/ Chief Editor of a Singapore Publication differs from the name in the MICA (Ministry of Information, Communications and the Arts, Singapore)?
The Singapore Publisher should submit letter of confirmation that the name of the Applicant/ Chief Editor is different with the MICA details and is valid.
6. What is the method of sending or posting the Publication Permit Form?
The Publication Permit Form could be sent/ posted to :

7. What is the payment method for Publication Permit (Malaysia/Singapore)?
Application could be sent/ posted to :
Payment could be made through Money Order/ Bank Draft in the name of SECRETARY GENERAL OF MINISTRY OF HOME AFFAIRS AND INTERNAL SECURITY and crossed. Please include self addressed and stamped (50 cent) envelope size 16cm x 23 cm for the matter of receipt and publication certificate.
